Job Title: Data Analyst
Project Name: Recovery for All (RFA).
Location of Position: Hybrid, with partial need to participate in offline meetings in Kyiv.
Full remote is a subject to negotiation.
Reporting to: RFA Deputy Director, Machinery of Government Team Lead.
Remuneration: Fees are subject to negotiation and shall not exceed established market rates.
Indicative LOE/Time Frame: Full-time, Monday-Friday.
- The duration of the contract is till the end of 2025 with a possibility of extension (subject to approval and implemented deliverables during a previous deployment).
- For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).
Citizenship: Ukraine.
Language Requirements: Excellent knowledge of Ukrainian, ability to speak and write clearly.
Upper-intermediate or higher level of written and spoken English.

Project Description:
Recovery for All (RFA) is a seven-year (2025–2031) technical assistance project, funded by Global Affairs Canada and implemented by Alinea International.
RFA will support 50 war-affected communities take on the massive task of managing the damage that has been inflicted by Russia’s war against Ukraine. The aim of our work with communities is to help them build back better, not only in terms of reconstruction, but also socially and economically, so that people that have stayed in the communities not only survive this war, but can thrive. Each community has its own needs and priorities, so we will work with them to plan a recovery that meets those needs, build the capacity to attract financing and implement recovery initiatives, that serve the long-term development of communities to develop and to foster a better future for residents.
At the national level, RFA works with the Ukrainian government on recovery planning and coordination, ensuring different ministries and agencies collaborate effectively and together, that these efforts support Ukraine’s path toward EU integration.
RFA supports tracking and reporting on the Ukraine Plan through digital systems we have developed, allowing Ukraine to report efficiently, accurately and transparently to the EU, on its progress required for release of financial tranches under the EU Facility.
RFA provides technical assistance to multiple Ministries. The focus of the initiative is concentrated on specific objectives:
- Improved capacity of Government of Ukraine (GoU) to establish EU compatible and decentralized strategic and recovery planning framework that align sector plans across government;
- Improved capacity of GoU to develop gender-responsive, citizen-oriented, inclusive and environmentally sensitive policies within the strategic and recovery planning framework;
- Improved capacity of the GoU to manage the consolidated policy agenda in a transparent, accountable, evidence-based manner.
The successful candidate will contribute to the design and deployment of tools and instruments that enable the Government to collect, process, analyze data and conduct evidence-based decision making by Ukraine government’s officials.
The candidate will be expected to apply advanced proficiency in MS Excel, BI and data visualization tools (Power BI, Tableau), ensuring that analytical outputs are accessible, actionable and visualized in clear and efficient manner.
- Interpret, clean and visualize various data, analyze results using data processing techniques.
- Develop and implement databases, data collection and data analytics tools that optimize data efficiency and quality, aimed to create opportunities for evidence-based decision making by Ukraine government’s officials.
- Acquire data from primary or secondary data sources and maintain databases/data systems.
Experience:
- University degree in data science, statistics, math, physics, economics, information technologies, or a related field.
- Minimum 3 years of professional experience in data analytics, or evidence-based policy support within the public/private sector, international development, or governance-focused projects.
- Track record of working with government institutions in a technical or analytical advisory capacity.
- Advanced proficiency in Microsoft Excel, including use of pivot tables, formulas, macros, and data cleaning techniques.
- Knowledge of database structures, normalization, de-normalization and entity relationships.
- Confident use of SQL, Python or R.
- Demonstrated hands-on experience in developing interactive dashboards, business intelligence and data visualizations using Power BI and/or Tableau is a must. Experience in additional data tools can be considered as an advantage in case of their relevance within Project’s outcomes.
- Experience in managing, transforming, and analyzing complex datasets from diverse sources.
- Experience with ELT/ETL tools.
- Strong facilitation and communication skills, especially in explaining technical and procedural concepts to non-technical audiences.
- High level of organizational and time-management skills with an ability to manage multiple streams of work simultaneously.
- Proven ability to work both independently and as part of a multidisciplinary team.
