Context

UNICEF India has launched the UReport platform to amplify the voices of citizens to create positive change in their communities. U-Report is a mobile phone-based technology that provides a forum of opinion and information sharing for children, adolescents and adults. Using a crowdsourcing approach to initiate a virtual dialogue with the members (‘UReporters’) the ultimate aim of the program is to stimulate citizen-led and adolescent/youth-led development. Once the information is collected the data is instantly analyzed. The information is subsequently utilized in advocacy work across all media channels, many UNICEF programs and through partner engagement. UReporters will be engaged via social media and will be asked via weekly polls, quizzes, challenges, to share their ideas, opinions and feedback about issues that matter most to them. U-Report has evolved into a powerful source of information to improve service delivery and increase youth engagement in policy dialogues with about 3,000,000 U-Reporters in India (https://india.ureport.in ). The UReport platform is present in over 30 other countries around the world with more than 37 million U-Reporters globally. (http://ureport.in) U-Reporters are recruited through partnerships with youth organizations and other civil society organizations. A U-Report Steering Committee / Working group comprising of UNICEF programme teams, government partners, youth organizations and young people will be responsible for planning and supervising the scale up of the UReport platform in India.

Task Description

UNICEF India is keen to work with an enthusiastic, hardworking and determined UN Volunteer to increase the reach and engagement of UReport in India. Under the direct supervision of the Technology for Specialist (T4D Specialist), the national UNV will undertake the following tasks to support the U-Report programme implementation:

  • Use U-Report data for action:
  • Analyze and compile U-Report data into clear, concise reports for use by UNICEF programmes, key government and development partners, CSOs and media.
  • Perform a pivotal role in identifying U-Reporter stories for media publications and avail them to the requesting partners for use.
  • Conceptualize infographics, flash presentations or other information outputs and work with the design team to develop these.
  • Provide UReport dashboards and training to UNICEF programmes and partners, as well as informing them of key findings from their States / districts, to allow them to react directly to their constituents’ needs.
  • Manage partner dashboards, as required, and update these frequently with evolving keywords.
  • Programme management: Organise, schedule, optimize and update the U-Report Poll calendar Review and verify U-Reporters recruited by partners to ensure their details are correctly captured by the system and allocated to their corresponding groups.
  • Design and implement the M&E strategy for U-Report India: Adapt the global U-Report M&E framework for India, design tools to collect and analyze data for M&E and create reports showing progress on indicators for the U-Report Steering committee and for internal circulation.
  • Maintain the U-Report India website: Work with the development team to ensure that the website is always up to date, the polls are updated and are showing correct data, region and UReporter representation on the website is accurate, etc. and make technical recommendations to improve website functionalities.

Bachelor’s degree in Informational Technology, Data Analytics, Computer Science, Economics, Economics, or a related field.

Skills And Experience

  • Minimum 3 years of relevant work experience in a position that required practical data analysis and the creation of management reports, preferably but not limited to development sectors
  • Experience creating and using online dashboards for data analysis
  • Expert level experience of using Microsoft Excel; familiarity with Tableau, Power BI, Infogram, R or Python is a plus
  • Hands-on technical skills required to create digital content, such as data presentations, reports, infographics, etc.
  • Understanding of data ecosystems – big data, data warehousing, machine learning, data sciences, etc. including knowledge of technology for development (T4D) programs
  • Proven ability to present and communicate new data driven projects and outcomes to a varied audience
  • Good understanding of development issues, world affairs and current events
  • Ability to learn and adapt to using new digital platforms and tools
  • Strong communication skills and the aptitude to handle advanced data integrity tests
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development.

Volunteerism is understood as a wide range of activities undertaken of free will, for the general public good, for which monetary reward is not the principal motivating factor.

Living conditions and remarks

New Delhi and the surrounding National Capital Region is a large and bustling metropolis of some 14 million people undergoing rapid changes. The capital city is an administrative, cultural and commercial center with modern amenities and well connected by air. It is a safe place with large expatriate community drawn from embassies, UN agencies, MNCs and foreign businesses. It has short moderate winter and long hot summer. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in New Delhi. National UN Volunteers are part of the malicious insurance plan. National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions. The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents – except for UN Community Volunteers), as well as final repatriation (if applicable).   • Monthly Voluntary Living Allowance (VLA): INR 64,961.50
  • Entry lump sum (one-time payment): USD 400 (equivalent in INR)
  • Relocation costs: $200 at beginning and end of assignment if duty station is outside of commuting distance (as determined by UNV)
  • Exit allowance (paid on successful completion of the assignment): INR 5,413.46 for each month served, paid on completion of contract
  • Insurance: Comprehensive coverage for health, life and malicious acts
  • Annual leave: 2.5 days per month
